SCATS and TIRTL are different evidence layers. SCATS site coordinates are assigned to official council/LGA polygons and show long-period cumulative signal movements. TIRTL is classified vehicle detector coverage concentrated around selected corridors and time periods. A council with no matched TIRTL sites should be read as having no matched detector coverage in this input layer, not as having no truck traffic.
Suburb/locality labels are geocoded/locality labels from the site lookup layer and may not perfectly align with council boundaries. The council assignment itself is by detector/site coordinate inside the LGA polygon.
