Hobsons Bay TIRTL Freight Harm Report v0.2

This corrected v0.2 report uses the same crash-to-TIRTL matching as v0.1, but fixes the public-facing truck share column.

Correction: Truck share is now calculated as observed trucks divided by observed vehicles, multiplied by 100. The v0.1 report accidentally displayed truck counts in the truck-share column. The truck-rate harm metrics were already based on observed truck counts and remain conceptually valid.
Public method note: This is a first-pass proximity match between heavy-vehicle crash coordinates and nearby TIRTL sites. It is designed to identify candidate freight-conflict locations for further review. It is not an engineering safety audit and should not be treated as final attribution of crashes to specific TIRTL sites.
