INTERPRETATION BOUNDARIES — VICTORIAN FREIGHT NETWORK INTELLIGENCE

The platform may describe monitored sensor passings, movements, truck share, directional balance, corrected exposure, point-speed pressure, threshold recurrence, persistence and reliability.

The current evidence does not, by itself, establish:
- unique trucks or unique vehicles;
- truck origin, destination, commodity, load status or operator;
- a complete linked journey;
- end-to-end journey time or journey delay;
- truck-hours saved or lost;
- fuel litres, emissions, maintenance cost or productivity dollars;
- a recommended price, surcharge, tariff or exact schedule buffer;
- a confirmed backload;
- an optimal depot, staging yard or cross-dock location;
- the cause of a pressure or reliability episode;
- a clean West Gate Tunnel opening benefit or failure verdict from the mixed Stage 23A.4 reference alone.

Missing, unavailable, excluded and non-comparable evidence is not converted to zero.

Stage 23B remains blocked until governed distances, linked travel times and complete journey definitions are available.
